Equipment exceeding any of these thresholds requires a lowboy trailer, heavy-haul tractor unit, oversize/overweight permits issued by each transit jurisdiction, and typically pilot escort vehicles. Permit lead times in CEE range from 3 working days (Poland) to 10 working days (Romania), and night-only or weekend-only transit restrictions apply in most jurisdictions.
ARJES FITS, KOMPTECH AND UNTHA DON'T

The Pronar MRW 2.85 at 19.5 t is the borderline case: it exceeds the 14t envelope by 5.5 t, requiring either a reinforced hook-lift (rare in CEE) or a lowboy trailer. VERDICT: 14T IS THE MOBILITY STANDARD
The 14-tonne hook-lift envelope is the only mobile-equipment transport class that retains full CEE/Balkan logistics flexibility without permit overhead. Mobile shredders exceeding 14 t — including the Komptech Terminator 6000 (28 t), UNTHA XR mobil-e (25 t), and Pronar MRW 2.85 (19.5 t) — are commercially viable only for stationary or semi-stationary deployments where the machine is moved once per year or less. For distributed multi-site C&D operators running 5+ relocations per year, the 14-tonne envelope is the single most decisive procurement variable, ahead of throughput, kW rating, and fuel consumption. Operators evaluating mobile shredder procurement for the CEE/Balkan market should treat the 14-tonne hook-lift envelope as a hard filter: any machine exceeding it requires a fundamentally different operating model and a fundamentally different OPEX profile.
