Protection of the Environment Law (Landfill Levy) & Cleanliness Maintenance Fund

Israel's landfill levy, enacted under the Protection of the Environment Law, generates approximately ILS 600 million per year for the Cleanliness Maintenance Fund. The mixed waste landfill levy is approximately ILS 120-140/t (~€30-35/t). However, the OECD has recommended increasing the levy as 80% of municipal waste was still landfilled in 2021. The total gate fee for mixed C&D waste reaches approximately €35/t. The levy is designed to reduce landfilling and encourage recycling, but current rates are not yet sufficient to meet the 80% reduction target. On-site processing offers immediate economic advantages under the current fee structure.

היטל ההטמנה בישראל, שנחקק מכוח חוק הגנת הסביבה, מייצר כ-600 מיליון שקל בשנה עבור קרן הניקיון. היטל ההטמנה לפסולת מעורבת הוא כ-120-140 שקל/טון (~€30-35/טון). עם זאת, ה-OECD המליץ להגדיל את ההיטל מכיוון ש-80% מהפסולת העירונית עדיין הוטמנה ב-2021. דמי השער הכוללים לפסולת בנייה והריסה מעורבת מגיעים לכ-€35/טון. ההיטל נועד להפחית הטמנה ולעודד מחזור, אך השיעורים הנוכחיים אינם מספיקים עדיין להשגת יעד ההפחתה של 80%.
